Gutierrez had been negotiating with Lord Derby concerning loans for the Honduras interoceanic railway, a scandal that had been progressing for many years and would scar Honduras into the future. The first part of the document, written in 1876, lays out his complaints, followed by copies of his correspondence (which is not complete, this copy lacking those letters after 11 April 1875).
