In this speech,Wayland proposes an act to establish a Board of Pardons, and in the appendix, provides the rules for Connecticut's recently adopted version. Francis Wayland III, was son of the progressive Brown University president of the same name. Wayland served terms as both the probate judge and the Lieutenant Governor of Connecticut before becoming a professor, and later dean, at Yale Law School.
