The first section is titled "Abstract of the Tax Laws as they respect the City of New York," begins with marginal note: "Duty of Assessors. Act for the... collection of taxes in the city and County of New York passed in March 1788" and includes separate summaries of the responsibilities of the Assessors; the Mayor, Recorder, and Alderman; and the Common Council.

The second section is titled "Taxes for 1789" and includes" Act for raising the monies by tax for the maintenance of the poor and defraying the contingent expenses in the City & County of New York - passed 2nd July 1789. which ordered the raising £6000 on real estates real & personal within the City & County of New York to be applied to the support and maintenance of the poor, The Bridwell municipal prison, criminals, repairing roads - and cleaning and improving the streets. Also An act to empower the Mayor Recorder & Alderman of the City of New York to raise by tax the sum of £13000 for the poor
passed 22nd Jan 1789.
