Gladstone saw reform in the mid-1880s as a way of propping up his ailing government, particularly to swing the rural vote. A Franchise Bill was introduced in 1884. Although the bill got through the Commons, the Lords blocked it. Eventually the Reform Act of 1884 passed increasing the electorate to 5,000,000. Printed for the Liberal Central Association.
