36th Congress, 2d session, Senate Mis. Doc. No. 3. A thorough analysis which was primarily concerned with instruction and low standards: "the Commission were much impressed by the evidence of a want of thoroughness in the attainments of the lower sections of the classes of many who are permitted to graduate." The recommendation was to make the first year a remedial one. Also includes a proposed course of instruction, a history of the Academy with a comparison to European military education, and a complete record of the proceedings.
