"In the absence of any state military organization, this report must principally relate to the raising and organizing volunteers for actual service the past year," writes the Adjutant General to the Governor in 1863; in 1864 the new Adjutant General, Nat Head, complains about both the recordkeeping and the actual outfitting of the troops in the field. OCLC shows only two copies: American Antiquarian Society and Cornell.
