The first report on Tennesse railroads then under construction, operating, and / or proposed, with details of their ownership, investments, contracts, miles of track, etc.,made by Railroad Commissioner Robert Garnett Payne (1812-1861), who had been appointed to the position a year earlier in 1856. Later reports are sometimes on the market but this first has apparently not appeared in any sales since 1964. OCLC locates nine copies under two accession numbers: NY Hist. Soc., Emory, N. Carolina, Cinn. Hist. Lib., Lib. Co. Phila., Brown, Knox Cnty Lib., Virginia (24895613) and Newberry (67540327).
