Two articles concerning the annexation of the Dominican Republic, one on Sumner's Policy, Sumner just having been removed as Chairman of the Senate Foreign Relations Committee for opposing Grant's pro Annexation policy, and a printing of The President's Message on San Domingo, which reported on the favorable conclusions of The Investigation Commission (which had included civil rights activist Fredrick Douglass) sent to make an objective assessment as to whether annexation would be beneficial to both the United States and the Dominican Republic. Also an article on the Cincinnati Reform movement of the Republican Party and amnesty for those who sided with the Confederate States.
