Signed during Clinton's first term as Govern or of New York. Passed the Secretary's office the 7th day of March, 1821. "The People of the State of New-York, by the Grace of God, Free and Independent: To All to Whom these Presents Shall Come, Greeting: Know ye, that we have nominated, constituted, and appointed, and by these presents do nominate, constitute, and appoint Robert Ray of our City of New York Esquire, a Public Notary in and for our State of New York." DeWitt Clinton (1769 -1828) played a major role in the construction of the Erie Canal.
